Stormwater Utility Implementation Program
East Point, Georgia

Description
The City of East Point’s Stormwater Utility Program provides engineering services and public outreach initiatives to support a Stormwater Utility for the City and its residents.

Scope of Services
The Collaborative Firm provides public involvement services in support of the City of East Point’s Stormwater Advisory Committee (SWAC). The firm is instrumental in identifying members for the SWAC and provides an overall structure, and facilitates interaction necessary for successfully achieving a consensus on a stormwater utility that will be used as a recommendation to the City’s elected officials.

Value-Added Accomplishments
The Collaborative Firm will utilize a variety of communication tools to coordinate the strategic elements of the stormwater utility implementation that will be targeted to two distinct internal and external audiences. The purpose of the SWAC is to provide input on the overall structure and implementation of the utility. The Firm organized and developed a committee that included business owners, faith-based organizations, nonprofit groups, neighborhood association leaders, and residents representing each City ward to educate, inform and advocate on behalf of a stormwater utility for the City of East Point. The SWAC began collaborating in June 2011, and has continued to meet once a month to discuss problems and solutions for the Stormwater Management Program. Input from the committee will be included in a comprehensive report that will be presented to City Council.
