Highway 42 Design Guidelines
Clayton County, Georgia
State Highway 42 in Clayton County, Georgia, is characterized by vacant and underutilized industrial areas along its north extent; commercial and residential uses in the middle; and transitioning to a suburban mix of larger residential lots, small commercial uses, and institutional uses in the southern areas. This major arterial road is a critical corridor in northeast Clayton County, as it provides direct accessibility to Interstate 675, as well as nearby cities and Hartsfield-Jackson Atlanta International Airport.
SCOPE OF SERVICES
As part of the Zoning Ordinance update, which was adopted in 2008, The Collaborative Firm drafted a zoning overlay district for the Highway 42 corridor in unincorporated Clayton County. In 2011, the Firm was once again engaged by the County to establish design guidelines and Zoning Ordinance text updates for the corridor, which would be supplemental to the zoning overlay district.
The Collaborative Firm offers staff with expertise in planning, as well as urban design and architecture. This combination of knowledge and experience proved to be the ideal formula to create design guidelines that would shape future development along Highway 42, and encourage development and redevelopment where necessary. The Highway 42 Design Guidelines include standards for public spaces, such as streetscaping; site development standards; building design standards, such as acceptable building materials, massing and color palette; and site rehabilitation standards. These standards set a regulatory framework to encourage pedestrian-friendly, mixed-use development, redevelopment of vacant and underutilized industrial areas, and stabilization of existing residential neighborhoods along this vital corridor in Clayton County.
Preparation of the Highway 42 Design Guidelines was a community-driven process, with active participation from a variety of stakeholders. This process enabled the Firm’s planners to identify the character preferences, concerns about current and future growth patterns, priorities of the community, and to tailor the design guidelines appropriately to address each of these items. As a result, the document has been embraced by the community, including residents and representatives of the development community.
