Michelle Larsen is Director of Strategic Planning at The Collaborative Firm, LLC, a planning, program management, and development firm based in East Point, Georgia. Ms. Larsen leads the Planning efforts of the Firm, specializing in comprehensive planning, zoning codes, zoning overlay districts, redevelopment and revitalization plans, and serving local housing authorities.

Prior to joining The Collaborative Firm in 2009, Ms. Larsen served as the Senior Planner for the City of Covington, Georgia, where she had an integral role in reviewing annexation and zoning requests, preparing planning studies and documents, and guiding a variety of planning and community development efforts for the City. In addition to her previous role in Covington, Ms. Larsen was engaged by Jerry Weitz & Associates, as well as the City of Duluth, Georgia, providing comprehensive planning services to jurisdictions in the Atlanta region.

REPRESENTATIVE PROJECT EXPERIENCE

Clayton County Housing and Community Development Program, Community Development Block Grant (CDBG): Analysis of Impediments to Fair Housing and Community Needs Assessment Project manager for the update of Clayton County’s Analysis of Impediments to Fair Housing, as required by the U.S. Department of Housing and Urban Development. The Analysis of Impediments to Fair Housing was comprised of a review of housing and demographic data, public policies, planning practices and community surveys and interviews to identify barriers and challenges to fair housing choice within Clayton County. Led efforts to survey and update a community needs assessment (public facilities, housing and homeless needs, public services, and infrastructure) for inclusion into the County’s Consolidated Plan, Annual Action Plan.

Clayton County Department of Parks and Recreation, Trail Priority Plan for 2008 SPLOST Greenspace Funds Assisted the Clayton County Department of Parks and Recreation with a plan for the expenditure and leveraging of SPLOST funds allocated for greenspace and trails. Identified trail priority areas, acquisition options, and sources of funding.

Clayton County Continuum of Care (CoC) Feasibility Analysis Project manager for a feasibility study evaluating the need for creating a Continuum of Care (CoC) for homeless individuals and families within Clayton County. Lead on efforts to identify gaps in service provision, identify key service providers, and comparison and contrast of a Clayton County Continuum of Care versus a State of Georgia Balance of State Continuum of Care.

City of Duluth Comprehensive Plan: Assisted with completion of an update to the comprehensive plan for Duluth, Georgia.

Rockdale County Comprehensive Plan Partial Update:
Assisted with the partial update to the comprehensive plan for Rockdale County, Georgia.

City of Covington Neighborhood Stabilization Program (NSP):
Project manager for establishment of character areas and zoning regulations for the Scottdale community in DeKalb County, Georgia. Led implementation of Scottdale Revitalization Plan and organized a unified community group, historic preservation initiatives, preservation of affordable housing.

City of Covington Housing Inventory Led efforts to inventory dilapidated and substandard housing conditions within the City’s aging neighborhoods.

Margie’s Cove:
Project manager for the development of a 97-lot residential subdivision in Grove City, Ohio.
