Jessica Guinn leads the operations and planning efforts of The Collaborative Firm. Specializing in comprehensive planning, zoning codes, zoning overlay districts, and redevelopment plans, Jessica assists The Firm’s governmental clients with achieving their long range planning goals.
Jessica has worked closely with staff and elected officials in cities and counties throughout metropolitan Atlanta on various long range planning projects. In recognition of her professional achievements, Jessica was selected among Georgia Trend Magazine’s “40 Under 40” in 2010.
Prior to joining The Collaborative Firm in 2007, Jessica served as a County Planner in Henry County, Georgia. In her role with Henry County, Jessica evaluated zoning requests and contributed to updates to the Comprehensive Plan and Short-Term Work Program. In this capacity, Jessica also advised the County’s local elected and appointed officials on planning and zoning matters, and informed Henry County residents on local planning and zoning policy.
REPRESENTATIVE PROJECT EXPERIENCE
College Park Comprehensive Plan 2011-2031:
Project manager for the Comprehensive Plan update for the City of College Park, Georgia.
Meriwether County Joint Comprehensive Plan 2008-2028:
Project manager for completion of the Comprehensive Plan update for Meriwether County and the Cities of Gay, Greenville, Lone Oak, Luthersville, Manchester, Warm Springs, and Woodbury, Georgia.
Clayton County Zoning Ordinance Update:
Assisted with update of the Zoning Ordinance, Subdivision Regulations, and Tree Preservation Ordinance for Clayton County, Georgia.
Clayton County Zoning Overlay Districts:
Led efforts to establish boundaries and zoning regulations for Highway 42 Corridor and Panhandle Overlay Districts in Clayton County, Georgia.
Scottdale Revitalization Plan & Compatible Use Overlay District:
Project manager for establishment of character areas and zoning regulations for the Scottdale community in DeKalb County, Georgia. Led implementation of Scottdale Revitalization Plan and organized a unified community group, historic preservation initiatives, preservation of affordable housing.
College Park Activity Center Livable Centers Initiative:
Project manager for the LCI study, which focused on downtown College Park. Led public involvement efforts, as well as analysis of land use and zoning patterns and policies, and Federal Aviation Administration guidelines pertaining to properties surrounding airports.
Vine City/Washington Park Livable Centers Initiative:
Project lead on LCI study which focused on the Vine City and Washington Park neighborhoods within the City of Atlanta. Led public involvement efforts, as well as inventory and analysis of infrastructure and environmental concerns within the study area.
